In order to convert a secondary alkyl halide primarily into an alkene in an E2 elimination, a strong base must be applied. The ethoxide anion is an example of a strong base. In contrast to this, an $SN2$ reaction that yields 100% isopropyl acetate is obtained when the weak base acetate is applied.
